Welcome to the Shoestring CMS downloads page. As has been mentioned elsewhere, Shoestring CMS is free, almost, and there is no registration. I may at some point put up a form for you to fill out, but for now, I'd appreciate it if you could just drop me a line letting me know that you downloaded it.
The Shoestring Technical Manual addresses in some detail the fact that most versions will have both a full and a partial download. Basically, a full download has everything you need if you are installing Shoestring from scratch. A partial download has just what's changed since the last release, for people who already have the last release. Major releases, in which almost everything may have changed, may have only a full download. See the manual for more details.
The software is released in a Windows .ZIP compressed file, but all files within contain *nix line feeds. This somewhat schizophrenic arrangement is mainly due to my own working environment: I develop locally on a Windows machine, hence the .ZIP compression, but use an ISP that runs on Linux, so I convert all the line feeds to that style when releasing. I've found, however, that DOS/Windows line feeds don't cause too much problem on *nix systems, and probably most of my audience is browsing in Windows or, if not, have a tool that can uncompress .ZIP files, so I hope this works for you. If it does not, contact me and I'll work with you.
